Rwanda Organic Agriculture Movement (ROAM), is the umbrella organization for individuals and entities engaged in agroecology and organic agriculture, and related activities in Rwanda. Established in 2007 and legally registered as a local NGO in 2014 by the Rwanda Governance Board (RGB), ROAM has grown to become a leading voice in sustainable agriculture in Rwanda. ROAM’s members comprise farmer groups, cooperatives, companies, and business service providers. ROAM’s mission is to promote and support agroecology and organic agriculture as farming methods that improve soil health, strengthen ecosystems, and enhance the livelihoods of communities and its vision is a vibrant and sustainable agroecological systems that ensure food security, deliver safe nutrition, foster a healthy environment, improve livelihoods and cater for growing markets. To help accomplish its mission and vision, ROAM is hiring a qualifiied MEL officer .

WorkStation: ROAM office
Purpose: The overall purpose of this job is to support the organization on monitoring, evaluation, accountability and learning for the organization’s programmes and projects through using and maintaining sound MEL systems, databases and tools including tracking of organization performance, measure impact, facilitate learning and ensuring that everything is functioning appropriately and aligned with organizational goals and donor requirements.
1. Key duties and responsibilities:
a. Ensure appropriate monitoring, evaluation and learning systems for the organization’s programmes are in place and functioning effectively
b. Develop data collection tools and methodology to implement organization project’s M&E framework and results framework.
c. Participate in the development and use of results matrix and work plans for programs and projects implemented by the organization in order to capture all the relevant aspects.
d. Provide technical support to the organization in data collection, management, analysis, data storage and interpretation for learning to inform the organization, donors, and other stakerholders for decision-making.
e. Monitor programme and project activities, outputs and progress against target towards the anticipated results and report on the findings for performance and better planning.
f. Provide technical support during projects periodical progress reports
g. Document findings success and lessons learnt to inform the scaling up and improvement.
h. Any other responsibilities that may be assigned to the job holder by the supervisor from time to time for the organization interest
Knowledge, experience and qualification required:
a. Bachelor’s Degree, Statistics, Economics and/or Project Management,or related field
b. Skills in IT or Computer Science with hands-on ICT skills is a must.
c. At least 3 years of experience in working in MEL related field, working with development partners or NGO will be an added value

e. Fluency in oral and written Kinyarwanda and English, French will be an added value
