Rwanda Organic Agriculture Movement (ROAM) is a National Umbrella Organization of stakeholders (producers, farmers, processors, exporters, importers, etc..) involved in organic agriculture in Rwanda. ROAM has a mission to develop and promote the Ecological Organic Agriculture (EOA) as a farming system that sustains the health of soils, ecosystems and people.

Terms of Reference (ToR)
Consultancy to develop media contents and media products that promote agroecology and its benefits. The media products developped will be used during compaigns

1. Background
The Rwanda Organic Agriculture Movement (ROAM), in collaboration with Africa Food Sovereignty in Africa (AFSA) is implementing initiatives to promote agroecology and strengthen local and territorial markets in Rwanda and the region. As part of its communication and advocacy efforts, ROAM is looking for a highly experienced consultant/Media house to develop media contents and media products on agroecology for compaigns.

2. Purpose of the Assignment
The purpose of this consultancy is to develop materials that will enable ROAM to implement a comprehensive media campaign aimed to educate, raise awareness, sensitize masses and influence policies about cross border trade of agroecological products in the East African Community.


3. Specific Objectives
The consultant/media house will:
i) Conduct a desk review of existing cross-border trade communication materials (Simplified Trade Regimes, One Stop Border point, Non Tarif Barriers and EAC trade protocols)
ii) Develop radio spot message scripts, jingles, and social media content packages (infographics, short videos, visuals).
iii) Design and produce simplified IEC materials (guides, posters, and brochures) on STR, border procedures, and rights of traders in at least four languages (Kinyarwanda, English, French, and Swahili).


5. Expected Deliverables
The consultant is expected to deliver the following:
i) 4 Radio spot messages in Kinyarwanda, Kiswahili, French and English highlighting the cross-border trade in agroecological produce.
ii) Simplified IECs materials on cross border trade (brochure, posters) in 4 languages (Kinyarwanda,Kiswahili, French and English)
iii) Inception Report detailing methodology, timelines
iv) Audio-Visual and Digital Content including at least:
 4 radio spot messages in 4 different languages
 Social media infographic package

6. Duration and Timeline
The assignment will take a period of 14 days after signing the contract and approval of the methodology.
7. Reporting and Supervision
The consultant will work closely with ROAM communication team and regular progress updates will be required throughout the consultancy period.

8. Required Qualifications and Experience
i) At least a Bachelor’s degree in Communication, Journalism, Media Studies, Agricultural Economics, or related field, Having a Master’s degree in mentioned area will be an added value
ii) Proven experience in developing and implementing communication materials, preferably in trade, agriculture and gender-inclusive programming.
iii) Strong understanding of EAC cross-border trade dynamics and small-scale trader issues.
iv) Familiarity with agroecology, organic agriculture, or cross border market systems is a strong advantage.
v) Excellent writing and communication skills in English and Kinyarwanda

9. Evaluation Criteria
Applications will be evaluated based on:
i) Proven Understanding of the assignment and proposed methodology (40%)
ii) Proven experience and qualifications (35%)
iii) Financial proposal and value for money (25%)
